My dear Burdick,
Saw Paddock today--the “Pay” has been prostrated by his misfortunes. The Secty. is a stiff legged old Yankee and no one can handle him but I dont think the President will put his name to it--There is $125. involved and Billings did not know he was an incorporator when he made the [statement?]--a fact which he acknowledged on the stand--35 years good service & reputation ought to mean something and would to any one a [Congregationalist?] Temperance—legal lord--Yankee.
He may not get around for a few weeks--I saw a sad letter from him to Paddock--asking what we would think of him--I telegraphed him “we think you are all right”--He is too. What he cant do he can have done & he can put the thing through in Europe--I have found that our ordinance dept. is a close cooperation and dont think we can do much with them. But we may & we can handle the guard & Europe.
I am all ready to go to war--for the Journal & Harpers Weekly and may go any minute.  Old [Mark Hanna?]--the old [Timer?]--would like peace with dishonor no doubt but the country wont have it--If he wasn’t an avaricious old brute, nearly as ignorant (& I say it advisedly) as a horse he would recognize that other people dont like shit on their shirt-tails even if he doesn’t mind it himself.
The Maine was blown up by the Spaniards--we are not ready for war--but we never will be--so we might as well get ready or get licked one time as another. For my part & (on the part of all the class of men I belong to) I am dead sick of “stock-ticker government” and I am going to manifest it next time I vote.
Let me hear from you--I dont know where Billings is but you can write care of Gen. Paddock-Business Dept. N.Y.___
